I just found out how to make the real crinkly-looking paper ribbon for shabby chic projects. The secret is using seam binding in place of ribbon. I haven't made it to Hobby Lobby yet, but I picked up some old seam binding at my local Goodwill thrift store. Can't wait to crinkle it and use it on a future project!
